Sara Khalil - Bike Share Pittsburgh

Sara Khalil

Bike Share Pittsburgh

Why is being a board member of NABSA important to you?
Riding a bike is fun, but convincing folks to replace short trips with micromobility requires a coordinated effort. NABSA is a way for me to be an active part of making micromobility the easy choice in cities.

My experience in operations has ignited a passion to make things work better. We’ll need hardware, policy, software, and mobile-first user experiences that all encourage an equitable mobility future that our kids can be proud of. I’ve been in my role since 2015 and I’d love to help guide the most important organization in the conversation!

What experience or insight do you bring to your position on the board?
I’ve been a leader at one the country’s most innovative bike share programs for eight years. We introduced small dense stations in 2016, transit integrations in 2017, free bikeshare for transit users in 2018, and in 2022 we installed 20 charging stations as a part of a complete system relaunch called POGOH. I have a background in urban studies, and years of experience as the director of operations. I feel strongly that we need additional innovation, and funding shifts, in our sector in order to realize our collective vision of car-light urban mobility. I will bring my expertise, enthusiasm, and consensus-building skills to the NABSA board. Let’s make our future better together.

Why are you interested in being a NABSA Board Member?

NABSA plays a vital role in increasing accessibility for everyone, especially those who do not have automobiles, through advocacy and promotion of shared micromobility. As a NABSA Board Member, I want to help the organization plan strategically to continue to be a beacon for the industry through major shifts and continued evolution. I view shared, active mobility as a critical part of a transportation system, and I want to continue to help our members provide these services.

As a current Board member, I led the Research and Data committee over the last year. This committee has an opportunity to provide guidance to NABSA’s members on critical issues related to the expanding world of micromobility, such as transit integration and electrification. During my time on the committee, I’ve supported the Privacy Principles Partnership, reviewed each installment of the State of the Industry report, and lent my expertise to research inquiries. I would continue to support (and hopefully lead) the work of this committee as a Board Member.

What skills and experience would make you a good NABSA Board Member?

I have unique experience related to the regulation and evaluation of dockless bike and scooter programs. My entree into micromobility was as a Research Program Specialist at the District Department of Transportation in Washington, DC. I worked extensively with the Policy and Legislative Affairs and Sustainable Transportation branches as we established the new dockless mobility program. I supported program evaluation efforts and worked directly with the service providers to receive data on the services. I helped DDOT intake, process, and use this data.

I am currently the Research Practice Lead at Toole Design Group. I lead and support a wide range of projects related to equity, safety, and new mobility. I continue to work on projects related to micromobility data and system evaluation but the focus of much of my work now is transportation equity.

Specific to the position as Board Member, I have completed two terms on the NABSA Board, serving as vice-president, secretary, chair of the Research and Data Committee, and a member of the Finance Committee. I have also served on many executive boards including the Board of the Shared Use Mobility Summit and the TRB Committees on Social and Economic Factors.

I have a background in research, transportation equity, strategic planning, and performance-based decision making. I am a skilled writer, critical thinker, and motivated supporter of active transportation.

Why are you interested in being a NABSA Board Member?

I have spent over a decade researching, working, and observing shared micromobility on a global scale, and have worked in the field both as a consultant and in municipal government. Although I’ve joined NABSA as a member more recently, I’ve witnessed NABSA’s growth throughout my career in micromobility, and I’m excited to contribute to NABSA’s trajectory. I believe that we can build upon the successes achieved by previous members and extend our reach to a broader audience, raising awareness about the advantages of shared micromobility and ensuring its inclusivity for all.

I am committed to the vision of establishing NABSA as a distinguished educator and advocacy group, providing all stakeholders—government, non-profit, and private sectors—with the means to engage in meaningful dialogues and easy access to essential resources. By working together, we can advance shared micromobility and foster a more sustainable and equitable transportation future.

What skills and experience would make you a good NABSA Board Member?

My involvement in shared micromobility dates back to 2011 when, as part of my undergraduate studies, I began to research bikeshare systems worldwide in an effort to design a model bikeshare system for downtown Athens, Greece. Since then, I have assumed diverse roles spanning NGOs, think tanks, consulting, and the public sector.

Over the past five years, my role as a consultant included collaborating with several municipalities in British Columbia, providing them with strategic advice on (shared) micromobility and supporting them in laying the essential groundwork for success. More recently, I have joined the City of Vancouver, where I am leading the development of a shared e-scooter pilot system, as well as supporting an established, highly successful bikeshare program.

These experiences have equipped me with a well-rounded understanding of shared micromobility, from strategic consultation to practical implementation. I believe that this diverse expertise positions me well to contribute effectively as a NABSA board member, aligning with NABSA’s mission of advancing shared micromobility and fostering sustainable transportation solutions.

Why is being a board member of NABSA important to you?
NABSA has been a space for me to grow myself professionally, share resources, and become part of a community of like-minded individuals. Each year I have attended the NABSA conferences, my desire to want to be more involved increases. I have watched the board prioritize equity and have felt the inclusivity and alignment with my values, first-hand. I hope to take my learnings working in the public health and transportation worlds and use my voice to further the never-ending work of creating access for all folks to experience the wonders of bike share and micromobility across North America and beyond.

What experience or insight do you bring to your position on the board?
I have over 12 years of experience in the public sector working in public health and transportation spaces. During that time, my leadership has grown multiple pilot and permanent programs focused on transportation and health equity and access. In New York, I worked through the Health Department’s Center for Health Equity and the Better Bike Share Partnership to pilot CitiBike for Youth and Prescribe a Bike in Brooklyn, NY. For the past five years in Portland, I have led our Biketown for All and Adaptive Biketown programs to record ridership every year. Additionally, People for Bikes and the Better Bike Share Partnership Living Labs grant has allowed us to pilot Prescribe a Bike PDX, a subset of Biketown for All, connecting further e-bike education and access to our high school and County Health patients who could benefit. My lived experience as bike-loving, woman of color who grew up with limited means makes this work personal and important and reminds me that I get to be a voice for those who get left out of the conversation. I believe that my experiences and passion to connect to people make me an asset as a board member, and I look forward to the opportunity to represent.

Why are you interested in being a NABSA Board Member?

As the industry grows and evolves, I’d like to stay closely connected to peers and partners in the industry, as well as be connected to the advocacy that will keep bike share and scooter share relevant and growing for years to come. As the program manager in a large shared mobility market in Seattle, I have a lot of experience to offer to the NABSA board, and also hope to continue learning from NABSA and bringing that back to Seattle. NABSA can continue to bring safety, equity, and climate action — which are at the core of my work — to the forefront in this industry and I’d be thrilled to continue to be a part.

What skills and experience would make you a good NABSA Board Member?

I have over a decade of experience working in the government, including two years managing bike & scooter share in a large market in Seattle. I understand the challenges and opportunities of operating in a complex government environment, and the partnerships that this industry specifically requires.

I’m deeply invested in equity work and am committed to continuing to always deepening my work in this space as a white person. I also specifically have experience working with other white folks to move ourselves in the space of racial equity. I think Seattle’s learnings in this space can be instructive for others, and also I’m hoping to learn from others.

Safety is also at the forefront of my work and a key topic of conversation in our work in Seattle. As someone in a city DOT, I understand and have connections to how our work intersect with improving infrastructure and how we can help push for investment there.

I’ve worked to quantify and tell the story about how bike & scooter share promote climate action, both in our city’s long term planning, as well as with industry partners. I believe I can continue to build on NABSA’s work in this area.

I have and continue to build relationships locally and nationally, and balance that with understanding and working with data, and hope to continue to bring that to the NABSA board.

I would like to contribute to the good work that NABSA does especially with conference planning, member value/retention and working with other levels of government to establish micromobility as an ubiquitous form of public transportation. What experience or insight do you bring to your position on the board?

I would like to bring my micromobility experience, launching free floating bike share and shared e-scooter programs, as well as my experience in conference planning and member retention to the board. I have been involved in planning all the conferences and would like to bring that expertise to the board. I also have a unique Canadian experience which can assist with advancing government relations efforts both in Canada and in the U.S. and Mexico.

Why are you interested in being a NABSA Board Member?

I am interested in becoming a NABSA Board Member for many reasons.

As our industry organization, the work NABSA engages in is critical to the success and advancement of our businesses and changing lives through providing micromobility to our communities. It is this commitment to us, the members of the organization, that has shown me the influence NABSA can have at both the macro and micro level. With that in mind, I am drawn to helping the board pursue many of the pressing issues that face all our organizations. My focuses and passions in the industry writ large focus around equity initiatives, stabilization and diversification of funding for micromobility programs (both capital and operational), Equitable Transit Oriented Development (ETOD), and pursuing transportation justice in all forms. I feel my experience as an operator and leader in the non-profit bike share space would provide me with a strong platform upon which to advise and innovate on the NABSA board.

What skills and experience would make you a good NABSA Board Member?

I have spent the last nine years with Red Bike, from its launch in September of 2014 as the Operations Manager, and now as the Executive Director. During this time, I have evolved as Red Bike has evolved. I have planned expansions, executed federal and state capital grants, sought and retained partnership funding, and managed our growing staff and operations. I am a skilled communicator and collaborator, and value the voices around me. My work experience prior to Red Bike includes experience across the automotive, manufacturing, engineering, and IT fields, and it provides me with a deep knowledge of various business strategies outside of our industry and a wealth of outside perspectives. All of that aside, some of the most valuable skills and perspectives I will bring to my work with NABSA come from Red Bike’s time as a Better Bike Share Partnership Living Lab grantee. Red Bike’s nationally lauded income-qualified equity pass program, Red Bike Go, has been instrumental in changing not only Red Bike, but also changing me. I truly believe our work toward a just & joyful transportation network in Cincinnati has lit an unquenchable fire to make bike share, and micromobility, available and accessible to all, and I will bring that fire to my work with NABSA.
