A Farewell from Shannon
I’m sad to announce that today is my last day with NABSA. I’m so grateful for my time with this team, and for the community of operators, government employees, advocates, and shared micromobility professionals who have been incredibly generous with their time and knowledge.
During my time as Advocacy and Government Affairs Director here at NABSA, I worked with members of this community to create tools that will hopefully continue to help the industry. Here’s a bit of what has been developed since I joined NABSA last year:
Advancing Advocates Toolkit – Practical guidance for operators, systems, and advocates on how to do important advocacy work, including goal setting, relationship building, working with media, forming coalitions, and running events. We introduced it in October 2025 and built it out through the Advancing Advocacy series: relationships, media, goal setting, coalition building, and events.
US Congressional Look-Up Tool – Takes our shared micromobility system tracker, and identifies all the members of congress currently representing SMM systems, and provides their committee assignments, and relevant staff contact information.
State and provincial e-bike regulation resources – A member resource on state-level e-bike and e-scooter regulation, covering seven categories from speed limits and helmet mandates to registration, insurance, and rider licensing. For each, it lays out what’s being proposed, where NABSA stands, and what better alternatives look like. Paired with an introduction to why states and provinces matter so much right now.
Shared Micromobility Investment Act – This new legislation was introduced in May to codify shared micromobility across three federal transportation programs. This provides NABSA members specific language to advocate for when speaking to federal lawmakers on behalf of shared micromobility.
Canadian Budget Advocacy — We’ve built out Canada-specific resources, including analysis of the Build Communities Strong Fund and the latest federal budget. We also advocated direct advocacy to the federal government about the importance of including shared micromobility in future transportation funding programs.
Funding explainers – A series on the federal programs that actually fund shared micromobility, including BUILD grants, CMAQ, Congressionally Directed Spending, STBG, and in Canada, the Active Transportation Fund.
State and Provincial Series Hill Day – This is our latest (and ongoing) series looking at the role that different states and provinces play in shared micromobility, including funding, technical assistance and more. Check out the series here.
Thankfully this is see you later, not goodbye, as I’m excited to still join you all at the NABSA Annual Conference in Cincinnati this October, where I’ll be facilitating a session that digs into our e-bike and e-scooter regulation resources.
