New Member Resource: Impacts of State-Level E-Bike and E-Scooter Regulation on Shared Micromobility


This state legislative session has brought a significant uptick in attention to e-bikes and e-scooters, with legislation active or advancing in New York, New Jersey, California, Hawaii, Florida, Virginia, New Hampshire, Washington, and elsewhere. The proposals vary across states, but share common themes, including new registration and licensing requirements, insurance mandates, helmet laws, and speed restrictions. 

NABSA has developed a new resource to help members engage effectively with state legislators and decision makers to ensure they understand the impact that new legislation regulating e-bikes will have on shared micromobility systems operating in their state. 

The resource covers seven different proposed regulatory categories: speed limits, helmet requirements, age restrictions, battery safety, operator regulation, vehicle registration and insurance, and rider licensing. For each, it explains what is being proposed, how shared micromobility would be impacted by the proposal, and offers better alternatives that can help achieve the overarching goals of the legislation, without negatively impacting shared micromobility systems.

The toolkit also includes practical guidance on how to put these materials to use, including how to lead with shared goals, how to make the case that robust accountability structures already exist through operating agreements, and how to supplement talking points with your own local data and rider stories.
