NABSA Joins Coalition Partners on Capitol Hill to Advocate for Shared Micromobility in Surface Transportation Reauthorization


In November, NABSA participated in the CHARGE Coalition’s Hill Days of Action, joining transportation electrification advocates from across the US to meet with members of Congress and their staff as negotiations continue on the next surface transportation reauthorization bill.

Bill text could be released as early as the first quarter of 2026, so these conversations provided an important opportunity to ensure shared micromobility remains visible and viable in federal transportation policy. Coalition members from nearly 20 organizations met with more than 50 congressional offices, and NABSA’s role focused on highlighting the importance of multimodal transportation project funding in the broader electrification landscape. 

Shared e-bikes and e-scooter use continues to grow, with 225 million trips taken in 2024, and federal support for shared micromobility is vital in ensuring that systems can keep up with growing demand. An increasing number of shared micromobility trips are also electrified. In 2024, 48% of all trips were on e-scooters and 65% of all shared bicycle trips in the US happened on e-bikes. Shared micromobility systems are on the front lines of transportation electrification, providing daily proof that electric mobility can be affordable, accessible, and practical for millions of users.

We advocated strongly for the preservation of competitive grant programs that have been instrumental in launching and expanding shared micromobility systems. Programs like the Surface Transportation Block Grant (STBG), BUILD grants, and the Congestion Mitigation and Air Quality Improvement Program (CMAQ) have enabled communities of all sizes to invest in bikeshare and scootershare infrastructure.

As bill text begins to take shape in the coming months, NABSA will continue working with coalition partners and congressional champions to ensure that shared micromobility is recognized as a central component of how we build cleaner, more efficient transportation systems.
