2025 Canadian Budget and Shared Micromobility Funding


The North American Bikeshare and Scootershare Association is closely monitoring the implications of Budget 2025 for shared micromobility infrastructure and programs across Canada.

Along with our members, we have been actively in conversation with the federal government for years to ensure that funding is available for shared micromobility rolling stock and fixed assets through the Active Transportation Fund. Bikeshare and scootershare programs provide affordable, accessible transportation options that connect communities, reduce carbon emissions, and support both housing affordability and public transit networks.

Budget 2025: What We Know

Prime Minister Mark Carney and Finance Minister François-Philippe Champagne’s recent budget announcement introduces significant changes to federal infrastructure funding. The budget proposes reallocating a portion of uncommitted funds from the Canada Public Transit Fund to create a new Build Communities Strong Fund, a $51 billion initiative to be distributed over ten years through Provincial/Territorial, Direct Delivery, and Community streams.

Federal funding for active transportation has been housed under the Public Transit Fund, so there are several critical questions that remain unanswered related to how this new initiative will impact funding for shared micromobility. 

  • Will the $500 million allocated for active transportation capital projects in early 2025 remain protected under these changes?
  • How will the Active Transportation Fund be structured within the revised Canada Public Transit Fund framework?
  • What role will shared micromobility systems play in the new Build Communities Strong Fund?

NABSA’s Advocacy Efforts

NABSA and our member organizations have recently met with representatives from Housing Infrastructure Communities Canada to underscore the essential role of the Active Transportation Fund in supporting shared micromobility infrastructure. We will continue to advocate strongly for dedicated funding that enables bikeshare and scootershare systems to expand and serve more communities.

Shared micromobility systems reduce transportation costs for households, provide critical first-mile and last-mile connections to transit, support climate goals, and enhance community livability.

Looking Ahead

In the coming weeks, NABSA will work to clarify how Budget 2025 affects funding opportunities for shared micromobility programs. We will continue to engage with federal officials, along with other organizations, to ensure that bikeshare and scootershare systems remain central to Canada’s active transportation vision.

The investments Canada makes today in active transportation infrastructure will shape mobility options for generations to come. NABSA remains committed to ensuring that shared micromobility continues to receive the support it needs to thrive and serve communities across the country.
