NABSA Makes Recommendations to the U.S. Department of Transportation
NABSA continues to lead the charge for shared micromobility inclusion in federal policy, advocating for the growth and recognition of bikeshare and scootershare as essential elements of the transportation system. As part of the 2026 surface transportation reauthorization process, NABSA submitted recommendations to the U.S. Department of Transportation outlining key policy recommendations to better support shared micromobility across the country.
NABSA’s recommendations highlight the role that shared micromobility plays in achieving national transportation, economic, and environmental goals. In 2023 alone, nearly 130 million trips were made using shared micromobility, contributing to reduced congestion, increased access to jobs, and economic growth, such as a 5.2% increase in restaurant spending in cities with these systems.
In the letter, NABSA urges the USDOT and Congress to include the following priorities in a final surface transportation reauthorization bill:
- Designation of shared micromobility as an “associated transit improvement” by amending Section 5302 of title 49 to include shared micromobility.
- Codification of shared micromobility as an eligible project type in BUILD, as it has already been included in the CMAQ program.
- Codification of shared micromobility as an eligible project type in STBG, as it has already been included in the CMAQ program.
- Expansion of shared micromobility eligibility in CMAQ to include operational investment.
- Codification of shared micromobility as an eligible project type in the Carbon Reduction program as it is already in the CMAQ program and expand eligibility to include operational investment.
These recommendations are focused on improving the consistency, efficiency, and effectiveness of federal programs without adding cost or complexity, ensuring that shared micromobility can continue to serve communities of all sizes as a flexible, innovative, and sustainable transportation solution.
