Member Spotlight: Steer

Founded in 1978, Steer is an independent consultancy specializing in transportation planning, economics, infrastructure advice, financial appraisal and research. As an employee-owned firm with offices across four continents and a team of over 550 strategists, planners, economists, researchers, and designers, Steer draws upon global best practices while remaining sensitive to local context and stakeholder views. In North America, they maintain offices in Los Angeles, San Diego, Sacramento, New York, Boston, Oakland, Washington DC, Toronto, and Vancouver.
Steer has long-standing experience supporting the development and implementation of shared mobility programs worldwide. Their early work with Transport for London helped demonstrate the potential of the London Bike Share program, and since then, they’ve worked across Europe and North America supporting bikeshare projects. Their core micromobility offering spans market research and analysis, regulatory review and RFP support, strategy development, planning and implementation, and monitoring and evaluation services.
When the Sacramento Area Council of Governments (SACOG) and its partners needed to develop future regional shared micromobility programs, they turned to Steer for comprehensive analysis. Steer assessed opportunities and challenges in SACOG’s current regional program, providing evidence-based recommendations aligned with industry best practices. The work included financial modeling for multi-jurisdiction systems, market analysis, stakeholder consultation, and development of sustainable revenue models. This project exemplified Steer’s ability to navigate complex multi-jurisdictional governance while integrating equity considerations and developing procurement strategies informed by global best practices. Steer currently provides operational monitoring and evaluation services for the City of Sacramento’s shared-rideables program, from monthly vendor compliance monitoring, compliance and permit renewal review. This hands-on operational experience keeps Steer connected to the day-to-day realities of program management while informing their strategic consulting work.
On a more global level, in 2024, Steer partnered with Lime to tackle London’s shared e-bike parking challenge through comprehensive research and analysis. Their independent study examined parking density, user behavior, and unmet demand across London boroughs, revealing potential for over 10 million additional annual cycle trips. The research included on-street audits of 1,175 potential parking locations and developed practical recommendations for improving parking infrastructure.
Steer actively contributes to industry knowledge through research partnerships and public education. In their recent March 20225 webinar “Clutter and Compliance” with the Active Travel Academy (in partnership with the University of Westminster), they explored a recent paper published by Nicholas J. Klein’s team at Cornell University on shared micromobility parking interventions and perceptions. Their research revealed that people consistently overestimate scooter misparking and perceive scooters as being misparked far more often than cars. Key findings emphasized that policymakers should prioritize simple, intuitive parking solutions over complex technological fixes, and that many associate tidy parking with compliance even when it doesn’t meet official regulations.
