Recommendations to the US House Committee on Transportation and Infrastructure
NABSA continues to advocate for shared micromobility and its benefits to communities, including leading the charge for shared micromobility inclusion in federal policy. As part of the 2026 surface transportation reauthorization process, this month NABSA, with the support of the Policy Committee, submitted our policy proposals to the US House Committee on Transportation and Infrastructure.
We recommend the following inclusions in a final surface transportation reauthorization bill:
- Designation of shared micromobility as an “associated transit improvement” by amending Section 5302 of title 49 to include shared micromobility.
- Codification of shared micromobility as an eligible project type in BUILD, as it has already been included in the CMAQ program.
- Codification of shared micromobility as an eligible project type in STBG, as it has already been included in the CMAQ program.
- Expansion of shared micromobility eligibility in CMAQ to include operational investment.
- Codification of shared micromobility as an eligible project type in the Carbon Reduction program as it is already in the CMAQ program and expand eligibility to include operational investment.
