NABSA Discusses Federal Shared Micromobility Policy with Members


With collaboration across sectors and the dedication and support of members, NABSA is the leading voice of and for the shared micromobility industry. NABSA is the only organization that advocates specifically for shared micromobility. NABSA advocates for policy change that supports and promotes the growth of shared micromobility and its benefits to communities. Shared micromobility continues to prove its value as an essential transportation service by delivering economic, health, equity, and climate benefits to communities. For shared micromobility to grow sustainably and provide its essential services to people, local partners like cities and transit agencies need increased funding, and an ability to use that funding toward shared micromobility programs.

As a core work area for NABSA, members and the industry can take advantage of the abundance of policy and advocacy resources that NABSA creates and hosts to support shared micromobility. Our advocacy page offers an overview of shared micromobility advocacy along with talking points and general recommendations. The advocacy toolkit is a one stop shop for advocacy resources. It provides links to funding resources, one-pagers, news, past events, additional guidance, and more. NABSA members have access to additional resources such as bill tracking, policy committee participation, and member-only events. 

On Wednesday June 26th, NABSA hosted a member-only event where NABSA’s Executive Director, Sam Herr, Jamie Stuckless with Stuckless Consulting, and Jason Jordan with Advocacy Associates painted the landscape of federal shared micromobility policy in the Canada and the US, highlighted what to have your eye on, and gave an overview of how bikeshare and scootershare fit into the broader political environment. 

Canada Recap:
In 2021, the Active Transportation Strategy in Canada was introduced, a first-of-its-kind policy. Through that process and others, NABSA has been active in advocating for shared micromobility’s inclusion in active transportation and public transportation strategies and the funding programs that support them. We are currently working toward the inclusion of shared micromobility in the Permanent Public Transit fund, which is set to be announced in the coming months, while keeping an eye on what an election may mean for shared micromobility and transportation policy in the years ahead.

US Recap:
In the US, the passage of the Bipartisan Infrastructure Law (BIL) in late 2021 marked an important milestone for provisions that NABSA has long advocated for – shared micromobility eligibility in the CMAQ program– which was also the first time that shared micromobility as a term has been included in US federal law, and the increase of funding programs for shared micromobility. The passage of the Inflation Reduction Act (IRA) further created new programs that can support shared micromobility. NABSA continues our long standing effort to increase funding for shared micromobility, and the infrastructure that supports it. Most recently, we have been working on a strategy for the US 2026 Surface Transportation Reauthorization cycle to achieve federal policy priorities for shared micromobility.
